An AMBER Alert has been issued in Michigan for 2-year-old Tangena Hussain. Cops say Tangena was last seen unsecured in the back seat of a vehicle parked in front of a Marathon Gas Station. Her mother's boyfriend went inside to make a purchase and when he returned the child was gone.

The AMBER Plan is a voluntary partnership between law-enforcement agencies and broadcasters to activate an urgent bulletin in the most serious child-abduction cases. Broadcasters use the Emergency Alert System (EAS) to air a description of the abducted child and suspected abductor and enlist the help of an entire community to assist in the search. This is the same concept used during severe weather emergencies.
Why Was the AMBER Plan Created?

The AMBER Plan was created in 1997 following the abduction and murder of 9-year-old Amber Hagerman in Arlington, Texas. Residents contacted radio stations in the Dallas area and suggested they broadcast special "alerts" over the airwaves so that they could help prevent such incidents in the future.

Amber Hagerman (November 25, 1986January 15, 1996) was a young girl who became a victim of an abduction and murder. On January 13, 1996, she was riding her bike near her grandparents' home in Arlington, Texas, and was kidnapped soon thereafter.[1] Her murder would later inspire the creation of the AMBER Alert system.

Abduction

On January 13, 1996, a man in a black pickup truck abducted Amber, who was riding her bicycle in Arlington, TX. A witness, Jimmie Kevil, was able to provide police with a cursory description of both the abductor and his vehicle.[2][3] According to Kevil, the man in the pickup stopped in the parking lot of the abandoned grocery store where Hagerman was playing, sprinted to Hagerman, and dragged her into his truck. As Kevil was relating his observations to the police, Hagerman's grandfather, Jimmy Whitson, drove up, looking for the child. Hagerman was the second child in her family to have been kidnapped. Her father's two-day-old-granddaughter was abducted in 1991 and recovered safely 10 hours later.[3]
Arlington police began searching for Hagerman immediately. Volunteers searched for Amber Hagerman for several days, and the Federal Bureau of Investigation investigated.[3] Four days after her abduction, a man walking his dog found Hagerman's body in a creek bed. An autopsy revealed that her throat had been cut. She had been alive two whole days before being killed.[4] Although a $75,000 reward was offered for information leading to Hagerman's killer, he has not been found.[5] The task force investigating Hagerman's murder was dissolved in June 1997.[6]
No arrests were made.[1] Her murder remains unsolved, [7] but on July 25, 2007 it was announced that Terapon Adhahn, of Tacoma, Washington, was under investigation for Amber's slaying. Adhahn was arrested July 9, 2007 in connection with another abduction, that of 12-year-old Zina Linnik, whose body was found July 12 in east Pierce County in Washington State. Zina disappeared from a July 4th celebration. Adhahn was charged with aggravated first-degree murder, first-degree kidnapping and first-degree rape in Zina's abduction and death. In addition to Zina's slaying, Adhahn was considered a person of interest in the slaying of Adre'Anna Jackson, 10, of Tillicum, Washington, who was killed in 2005. He has also been charged with raping two other girls.

Legacy

Within days, Hagerman's mother, Donna Norris, was "calling for tougher laws governing sex offenders".[8] Whitson testified in front of the U.S. Congress in June, asking legislators to create a nationwide registry of sex offenders. Representative Martin Frost, the Congressman who represents Whitson's district, proposed an "Amber Hagerman Child Protection Act". Among the sections of the bill was one that would create a national sex offender registry.[9] Both of Hagerman's parents were present when President Bill Clinton signed into law the bill creating the national sex offender register. Whitson and Richard Hagerman then began collecting signatures in Texas, which they planned to present to then-Governor George W. Bush as a sign that people wanted more stringent laws for sex offenders.[5] AMBER Alert

The first AMBER Alert trial was run in 1996 at KRLD Radio Studio at the Ball Park in Arlington, TX. Those in attendance were Rick Roberts, Richard Hagerman and Bruce Seybert. Seybert worked with Amber's parents from day one, calling for what was later named the AMBER Alert, based on what Mark Klaas had told Amber's father what needed to be done on the day of his daughter's abduction. He released the AMBER Alert at a media symposium. In October 2000, the United States House of Representatives adopted H.R. 605 which encouraged communities nationwide to implement the AMBER Plan. In April 2003, President George W. Bush signed the AMBER Alert legislation, making it a national program. While the AMBER Alert system is now mandated across the USA, some states are still trying to implement the procedures necessary in bringing the alerts to the public.[citation needed] Hampered by outdated Emergency Broadcast guidelines and different activation criteria in each state, the system is still being developed to provide optimal effectiveness.
The National Center for Missing and Exploited Children assists in the implementation of AMBER Alerts.
In 2006, a TV movie, Amber's Story,[1] was broadcast on Lifetime. It stars Elisabeth Röhm and Sophie Hough.

If you have a missing child, you should do
the following immediately:
  1. Contact local law enforcement division of crimes against children unit and inform them of the situation. Request from law enforcement that your child be entered into National Crime and Information Center (N.C.I.C.). Register your child with the following clearing houses:
    • Child Protection Education of America: 1-866-USA-CHILD National Center for Missing and Exploited Children: 1-800-843-5678
  1. Try to remain calm. A calm head will help you remember details around the time of your child's disappearance. Getting these details written down as soon as possible and giving them to the authorities could prove to be crucial in solving your child's case, provide the most recent pictures and footprint of your child. Once your child has been located, remember to call or email all persons involved in the search. Also, don't forget the posters that might have been placed in the community, have them recovered.
Missing children fall under one of four categories:
  • Runaways
  • Non-custodial parent abduction
  • Non-family abduction-- a friend of the family
  • Stranger abduction
  • Thrown-away’s -- children abandoned

    Better Tomorrows deals with none-family abductions, stranger abductions, and sexually related offenses to any child, molestation, rape, and death of a child in the commission of any Crime Against Children. We have been the fighters in these areas for specific reason's.
    1. Law enforcement teams perform differently in regarding cases.
    2. When you deal with Congress different laws deal with different crimes.
    3. We do not want to any case or law set aside because of unclarity. It is Important for the parent to honestly consider what has happened to their child. If you recently had an argument with your child or if your child's best friend had an argument with their parents (sometimes children will convince each other to runaway because it is perceived as "safer") then you would consider the possibility that your child is a runaway.

    If a friend of the family acts weird or some slightly peculiar incident happens around the time of your child's disappearance then you need to consider the possibility that your child is missing as a result of a non-family abduction. After consideration, select the categories above for additional information.

Runaways

Runaways can become victims of sexual exploitation, child pornography, prostitution, and/or drugs crimes. The first 48 hours are very important for both child and parent and investigators. Please keep in mind you total candor could speed the process of recovery of your child.

First contact your child's friends, neighbors, school, relatives, anyone or anyplace that your child frequents. Ask if they have seen your child or where they think your child would have gone have two or three people contacting various points of possible destination.

Acquire your child's missing poster's from The National Center's For Missing and Exploited Children Network Post your child's poster in those frequented areas and in areas in and around your community that offer the most exposure. It is very important that you keep track where you post the posters so that you can remove them if and when your child is found.

Non-Custodial Abductions

Non-Custodial Parent abductions are the most common form of child abductions. This area (Our State) also has a high recovery rate but this does not mean that the child is not in danger. It is a common misconception that a child taken by a parent will be okay. This is simply not true. Some parents are capable of killing a child for no other reason than "If I can't have them nobody can!"

A large percentage of these abductions are recovered because personal information about the abducting parent is known: Social Security Number, Make, model and year of car, Job skills and etc. Be prepared to give this kind of information to authorities.

Non-Family and Stranger Abductions

Time is a very important factor in all child abductions but it is especially important in non-family and stranger abductions. These abductions are not as common as Runaway or Non-Custodial Abductions but they have a higher percentage that end in tragedy. Prevention

A child abduction can occur anytime, anywhere, to any race or to either sex. No one is immune to this problem. The first and foremost line of defense is education. It is not realistic to believe that we can watch our child(ren) all of the time. We must educate and empower our children so they will not become victims.

Start with going over the
Stranger Safety Tips with your child. These will give you and your child the basics. Remember that you will need to go over them often - once a year is not enough. We recommend going over the tips at least once every three months for younger children.

The Child Connection recommends that parents create and maintain a Child Identification Box. Keep it in a safe and secure area that you will remember. It should contain the following items.
  • Current Photos - updated every 6 months. Fingerprints - taken by a licensed professional (ex. Sheriff's Department) Medical Records - blood type, allergies, conditions and etc. Video - of your child held by custodial parent ONLY! Dental Records - Keep a copy of Dental X rays. Physical Description - include a good physical description of your child (ex. moles, scars, birthmarks, weight, height, etc.). Keep a list of the names, addresses and phone numbers of your child's friends
Don't put your child's name on his/her clothes, books or any exterior objects because this allows the stranger to get verbally intimate with your child. Also make sure your child's school does not do this on field trips. Use colors numbers and teachers name instead.

Never allow your child to go into a public restroom alone.

Teach your child the proper way to answer the phone and door.

Teach children about Stranger Danger what are Ok and not OK Touches.Teach Children about going to vehicals even with friend and church members

If you have a missing child, you should do
the following immediately:

  1. Contact local law enforcement division of crimes against children unit and inform them of the situation. Request from law enforcement that your child be entered into National Crime and Information Center (N.C.I.C.). Register your child with the following clearing houses:
    • Child Protection Education of America: 1-866-USA-CHILD National Center for Missing and Exploited Children: 1-800-843-5678
  1. Try to remain calm. A calm head will help you remember details around the time of your child's disappearance. Getting these details written down as soon as possible and giving them to the authorities could prove to be crucial in solving your child's case, provide the most recent pictures and footprint of your child. Once your child has been located, remember to call or email all persons involved in the search. Also, don't forget the posters that might have been placed in the community, have them recovered.

Missing children fall under one of four categories:

  • Runaways
  • Non-custodial parent abduction
  • Non-family abduction-- a friend of the family
  • Stranger abduction
  • Thrown-away’s -- children abandoned

    Better Tomorrows deals with none-family abductions, stranger abductions, and sexually related offenses to any child, molestation, rape, and death of a child in the commission of any Crime Against Children. We have been the fighters in these areas for specific reason's.
    1. Law enforcement teams perform differently in regarding cases.
    2. When you deal with Congress different laws deal with different crimes.
    3. We do not want to any case or law set aside because of unclarity. It is Important for the parent to honestly consider what has happened to their child. If you recently had an argument with your child or if your child's best friend had an argument with their parents (sometimes children will convince each other to runaway because it is perceived as "safer") then you would consider the possibility that your child is a runaway.

    If a friend of the family acts weird or some slightly peculiar incident happens around the time of your child's disappearance then you need to consider the possibility that your child is missing as a result of a non-family abduction. After consideration, select the categories above for additional information.

Runaways

Runaways can become victims of sexual exploitation, child pornography, prostitution, and/or drugs crimes. The first 48 hours are very important for both child and parent and investigators. Please keep in mind you total candor could speed the process of recovery of your child.

First contact your child's friends, neighbors, school, relatives, anyone or anyplace that your child frequents. Ask if they have seen your child or where they think your child would have gone have two or three people contacting various points of possible destination.

Acquire your child's missing poster's from The National Center's For Missing and Exploited Children Network Post your child's poster in those frequented areas and in areas in and around your community that offer the most exposure. It is very important that you keep track where you post the posters so that you can remove them if and when your child is found.

Non-Custodial Abductions

Non-Custodial Parent abductions are the most common form of child abductions. This area (Our State) also has a high recovery rate but this does not mean that the child is not in danger. It is a common misconception that a child taken by a parent will be okay. This is simply not true. Some parents are capable of killing a child for no other reason than "If I can't have them nobody can!"

A large percentage of these abductions are recovered because personal information about the abducting parent is known: Social Security Number, Make, model and year of car, Job skills and etc. Be prepared to give this kind of information to authorities.

Non-Family and Stranger Abductions

Time is a very important factor in all child abductions but it is especially important in non-family and stranger abductions. These abductions are not as common as Runaway or Non-Custodial Abductions but they have a higher percentage that end in tragedy. Prevention

A child abduction can occur anytime, anywhere, to any race or to either sex. No one is immune to this problem. The first and foremost line of defense is education. It is not realistic to believe that we can watch our child(ren) all of the time. We must educate and empower our children so they will not become victims.

Start with going over the
Stranger Safety Tips with your child. These will give you and your child the basics. Remember that you will need to go over them often - once a year is not enough. We recommend going over the tips at least once every three months for younger children.

The Child Connection recommends that parents create and maintain a Child Identification Box. Keep it in a safe and secure area that you will remember. It should contain the following items.

  • Current Photos - updated every 6 months. Fingerprints - taken by a licensed professional (ex. Sheriff's Department) Medical Records - blood type, allergies, conditions and etc. Video - of your child held by custodial parent ONLY! Dental Records - Keep a copy of Dental X rays. Physical Description - include a good physical description of your child (ex. moles, scars, birthmarks, weight, height, etc.). Keep a list of the names, addresses and phone numbers of your child's friends

Don't put your child's name on his/her clothes, books or any exterior objects because this allows the stranger to get verbally intimate with your child. Also make sure your child's school does not do this on field trips. Use colors numbers and teachers name instead.

Never allow your child to go into a public restroom alone.

Teach your child the proper way to answer the phone and door.

Teach children about Stranger Danger what are Ok and not OK Touches.Teach Children about going to vehicals even with friend and church members
